Cannot Open Programs Regularly

Hey guys, I cannot open programs in a regular fashion at all. Any time I try, I get the following msg: Windows cannot find *said program*. Make sure you typed the name correctly and then try again. To search for a file, click Start button, then Search." However, if I right click and then use the Run as..., I can bypass the problem. Any ideas as to how I could eliminate the error?
