cannot open multiple windows in IE

i'm not able to open multiple windows in IE everytime i try to open a new window it closes the current only allowing me one window at a time

0. Open Internet Explorer, click the Tools menu and select Internet Options. 1. Click the Advanced tab.
2. In the Settings box, Navigate to the Browsing section.
3. Uncheck the checkbox labeled "Reuse windows for launching shortcuts."
4. Click the OK button.

There are a number of registry settings that can cause this. I tried repairing them all but eventually I had to reinstall I.E. Other people have had success with these so try them first:
