I have problem opening MMC Console and any msc files in Control Panel/Admin Tools.
I ran into the same problem somehow while trying to install Cisco CheckPoint VPN.

I found several related problems but none of the workarounds resolve my issue.

This problem seems very similar to post at: http://www.computing.net/windowsxp/wwwboard/forum/76985.html
and http://www.ruffles.org.uk/dev/qna.html

I ran the above mentioned sfc but the problem did not get fixed.

I cannot open Any of the MSC files in Administrators tools section of control panel.

I also checked the registry entry for ApplicationData(see HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\AppData) and it was ok. However I could not run "regsvr32 C:\Windows\system32\msxml3.dll", I get an error "LoadLibrary("C:\Windows\System32\msxml3.dll") failed - A dynamic link LIbrary(DLL) initialization routine failed"

Any ideas what else can I try?

Might try from another computer. Make one on another computer and copy it over. Might have been denied access are you at admin? Try it in safe mode. I forgot the way mmc works but that transport code might be off. What is it nlvp or ldpm or something I forgot. Guess you could try a restore point if you know it did work at one time.

Jeff,
Thanks for your help however I tried copying the files but the file sizes were same and it did not complain. I'm not sure about nlvp or ldpm, what is that?

I was thinking of doing a complete overwrite but that's a long drawn out process. Any idea why "crss.exe" process continues to run even past "sfc /scannow" completes checking the system?

It's been running for over 12hrs on this system but the problem's still not fixed.

run Regsvr32 "C:\WINDOWS\system32\msxml3.dll"

I can't tell you why it works, but it fixed the problem for me!
