Cannot open EXE Files

I've read/performed the other posts and Googled the issue but nothing seems to work for me. I can't even right click My Computer without getting the message that I may not have the permission to do so. I am now also missing the IE link. Any help would be greatly appreciated, I know the computer is older but I'm trying to get it up and running for my son. Thanks!

...try tapping "F8" key @ boot-up select "safe mode" using arrow keys [press ENTER]

... once in safe mode click "no" on the "pop-up" that should guide you to system restore

... select a restore point by altering the restore calendar to a time when the pc was working fine.

Thanks so much for the suggestions. I had tried the link from Kelly's Korner but the computer wouldn't let me load it no matter what I did. When I tried the F8 option, it completely ignored me and booted regular.
Either way, I'm afraid I royaly screwed things up. Tried to reinstall Windows, grabbed the wrong CD (one for a Dell Vostro 1510..DUH) and now the 620 keeps trying to install Windows but says it can't find nvrd32.sys. I've taken the disc out but it won't do anything but keep asking for it.
Thinkin' I just need to grab one from Propertyroom.com and call it a day....a $350-$400 dollar day that is.
Thanks anyway, I appreciate the quick feedback.
