cannot net use to a win xp machine

cannot net use to a winxp machine over the internet. get an error messages saying
System error 1385 has occurred.
Logon failure: the user has not been granted the requested logon type at this
computer. i can ping it and am providing administrator credentials. usage:
net use \\IP_ADDRESS /USER:COMPUTER_NAME\administrator PASSWORD

Well, my first guess would be that you aren't supplying the correct username and password. So try opening Internet Explorer and entering "\\ipaddressgoes\c$" without the quotes and see if that gets you to the machine....
