Cannot login to windows XP

I have an Averatec Laptop that is less than a year old. Here's the problem; I cannot login to Windows XP. The computer is rebooting to the safe mode screen and I have tried all options in the safe mode menu but the computer keeps rebooting to the safe mode menu. When I click on one of the options it will show the xp screen like it's going to startup and then it goes back to the safe mode menu. Is there any way I can fix this or get info off of the computer before I do a restore? Thanks

I would suggest reinstalling windows XP because it seems as if you shut off the computer improperly or did something to mess up the config and reinstalling would clean it up.
