Okay,
i have a network of 2 computers in this house connected to a router. the other computer can access the https sites. but here on my laptop i cannot. i searched and searched to no avail. i cleared all my cache, cookies, history, offline files/websites, checked SSL 2,3 and TLS 1, i have no firewall running, ive reinstalled IE and OE, ive tried connecting this computer directly to the modem and it still doesnt work, i know i could reinstall windows but that is my last resort. if anyone could help i would greatly appreciate it

Verify that the Date and Time Settings on Your Computer Are Correct:
Because SSL certificates have an expiry date, if the date on your computer isn't correct, it may prevent you from connecting to secure sites. To verify that your computer is configured with the correct date and time settings:
Click Start > click Control Panel
Click Date, Time, Language, and Regional Options, and then click Date and Time
Select the Date & Time tab
Check to make sure that the date and time settings are configured to use the current date and time, and then click OK

Do the following and i am sure your Secure Connection problem will be resolved...
1) Click Start - Run and type "cmd" and click OK and on the command prompt type the following and press ENTER after each line:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dllRestart the system and check if working fine now
2) If the Above does not work then i guess you are using Norton Internet Security... Try reducing the Security Settings for Norton Firewall and check if you are able to visit secure sites. If that does not work then you will have to reinsatall Norton Internet Security.
One of these steps has to work, i dont think you have to reinstall OS for this... Let us know if it helped.
