Cannot Install Windows XP Pro

I'm trying to install Windows XP Pro on a new hard drive. When I boot up the computer with the XP cd in the cd drive the bios detects the cd drives and the two western digital 80 gig hard drives then takes a long time in the bios while a clicking noise is made by the hard drives, then it goes to a black screen with a single line in the top corner flashing. When I turn on the computer with the hard drives disabled the bios boots then I immediatly go into the windows setup but of course it won't install because it can't detect the hard drives. I have set the cd-rom as first boot but it doesn't work nor does it work if I try using the floppy drive. Anytime the hard drives are on when I turn the computer on the windows setup will not boot and I just get the blank screen. My motherboard is an epox 8RDA+. Any help solving this problem would be very appreciated.

Set jumpers on all devices to cable select (CS).

The drives are not formatted. I tried setting the drives to cable select but that didn't have any affect. None of the hard drive jumper settings seem to work.

If setting the HD to CS did not work then your system does not support cable select, set them back to master and slave. Make sure the master is connected to the end of the cable and the slave to the connector in the middle of the cable.
