to open safe mode, turn on the computer, then immediately
attack the F8 key until a prompt with a bazillion options show
up, press up/down until safe mode is highlighted and press
enter.

0x000000E3 is a RESOURCE_NOT_OWNED error, related to
the file system, so it is possible that Safe Mode will not work
either. According to Microsoft, it only happens on W2K SP1
and was fixed in W2K SP2. What OS are you using on the
broken computer?

"also will not respond to winxp cd.."

That's probably because the CD drive is not first in the bios boot sequence. You will have to enter the bios setup routine and change that.

How to change the boot order:

TechnoGeek: related to the file system
Actually, it can be caused by anything in Kernel memory, not just NTFS.SYS. Win2K SP1's NTFS.SYS was just buggy, and could throw that error.

Unfortunately, without a core dump or remote debugger, it's impossible to tell what's causing the crash.

BUT
I cannot get into safe mode, i hit f8 the options come up but when i click on safe mode or any of the other options it flicks back to the BOSD error screen..
can not get to the bios to change the order of start up from cd etc..

i need somehow to get the safe mode etc to respond.

i do have another working computer in the house and a netwwork cable..though it does not recognise this either..

am at a loose end as i really do not want this to be the end of
my baby...

there must be a way to get the computer to go into safe mode???

I found a potential solution to this problem that does not require
a repair installation. The problem apparently lies with Microsoft
update KB971486. Details of the solution are here:
