Cannot get passed Welcome screen

Windows XP lossed power during a storm and when it was rebooted it boots normal and goes to Welcome screen. When the user is selected it loads and flashes to desktop for 1 second then returns to Welcome screen and logs off. I have tried to got to safe mode. It goes to safe mode into Welcome screen, selecting Administrator will do nothing, slecting user prduces same results, flashes to desktop for 1 second. chkdsk has been performed and no problems found.
