Cannot get into programs

Specs: Windows XP
My computer insists that I need to choose a program to Run or Open a file. It's due to "rundll32.exe not found" message popping up. When I choose a program it starts all over and tells me to choose again. I cannot get into any of programs in the control panel 'nor anywhere else. How can I fix this and get my system back on track? I've tried the suggestions of copy and paste to the System32 file, but it still insists that I have to choose a file to down load it. I've tried restoring my system, but once again, I have to choose a program and cannot get into it!Please help

Found this on a website, which fixed this particular issue - have checked and it makes sense:

Click Start, Run. Type command and press Enter. Type notepad and press Enter.
Notepad opens. Highlight and copy all the text below into Notepad.

Windows Registry Editor Version 5.00
@="\"%1\" %*"

Save this as fix.reg to your Desktop (remember to select Save as file type: All files in Notepad.)
Double Click fix.reg and click YES for confirm.
Reboot your computer.

Hi Diena,

If you make it little more clear; I mean with more detail, then I think I could give a try to solve the issue with your computer. Let me know which all softwares are giving you those problems? Does it happen even with the microsoft's default programs?(I noticed you talked about control panel.) Try un-installing the last software you installed in your computer after which you started getting the problem. What is the 1st option in bold when you right click on a program or file to open it? I guess the issue is with the registry. Can you put here what error message you are getting if you got any on this issue?
