Cannot Get Internet Programs to Run

We have had problems with our PC the past couple of days (virus maybe and spyware hit). We cleaned the PC with SpyBot that fixed it so it runs ok now. The issue now is we can connect to our internet provider via dial-up modem fine, but once connected we cannot get anything to work. IE6, Outlook, Norton Live update, ect. Nothing looks to try to go through the connected dial-up to do anything. Outlook express gives the message:0x800CCC44 WINSOCK FAILED WSASTARTUP Unable to load Windows Sockets.
I cannot see anything wrong with the Connection Settings for the dial-up. It almost looks like the software does not see the dialup connection or thinks it has access to a network type connection.
Summary: I just bought a new computer with Windows XP on it. I loaded my old WordPerfect 7 software using XP's Program Compatibility Wizard (setting it for Windows 95) and was able to get it loaded up. Every...
