Cannot delete sub-directory

I have a sub-directory that cannot be deleted, moved or opened. When I try to do any of these tasks, "access is denied."
I have tried deleting from the DOS prompt, in safe mode, with no result. I've tried using chdsk /f (my HD is NTFS) with no results.
Wow, Chuck, that is a lot of education to swallow in one gulp :)
The first link suggested getting the Administrator's Permission to delete this sub-directory. I have to admit, that I don't have any idea how to do this.

It suggests that because you may not be logged on to the computer into a User Account that is an Adninistrator's account(Computer Administrator).

Nothing works. I tried logging on as the Administrator.
I decided that I would move all files that were in the sub-directory to a new directory which would leave the old sub-directory empty with only the bad sub-directory inside. While I was moving these files, I came across many files which I ALSO could not move, delete, rename, etc.
I then ran Norton AntiVirus, and found NO infections.
