Cannot Connect With Lan/Modem Combo

I just bought a used 500 mhz PIII Dell Latitude CPx H500 notebook. It came with Windows 98 installed but since I was told that both Windows 2000 and Windows XP would work, I decided to upgrade. Windows 2000 wouldn't install for some reason so I went with XP.
The place I bought it from also gave me a Xircom RealPort CardBus Ethernet 10/100+Modem 56 with the notebook. The LAN part of this PCMCIA card works fine but I cannot connect to my ISP with the modem features. It dials a makes those annoying connection noises but then, when they should still be changing, it just stops at one constant tone and after a couple of seconds you can hear the "phone-off-the-hook" noise in the background. After a couple minutes of that it comes up with an error. It goes something like this:

Error 777: The modem (or other connection device) of the remote computer is out of service.

My ISP is not out of service as I can connect to it with a different PCMCIA modem and with my PC. I already exchanged the card but the new one does the same thing. I also downloaded 2 different drivers from the Intel website (they own Xircom now). I called my ISP and all they could tell me was that error 777 was usually caused by incompatibility, but why would there be Windows XP drivers on the website if it was incompatible?
Anyway, any help is GREATLY appreciated. Sorry for telling such a long story to go along with my question. =P

sounds like the dial properties might be set on "pulse dial" rather than "tone"? does the modem show in the device manager?
does the modem test ok in the windows test?

give me some more info and we can work out the problem

It is set on tone dial. it passes the "query modem" test and it passed a testing program that came with the downloaded drivers.
