Cannot change XP password

In CP/Administrative Tools/Computer Management the Local Users & Groups has a RED X on it which means i cannot access it. Message display is: "Unable to access the computer (my pc). The error was: Invalid syntax" Anyone here have any idea what my problem is?
Also: just noticed this evening the IP 192.154.138.238 has been sending packets to TCP port 6348 every 30 seconds or so. PC has been acting funny also, getting kinda sluggish, window settings reverting back to normal etc. If anyone has the knowledge & patience could you please do a trace for me. (Paranoia)
