After reformatting and reinstalling windows XP and sp2, everytime I do a restart, I'll have to wait 10 min before my computer hard drive goes to windows. Also, once the window logo shows up, my computer will go to a black screen and automatically shut down and reboot again.

My question is that Is this a harddrive problem or a windows xp problem?

I've already reformatted and reinstalled several times already.

Any help/advice would be much appreciated.

Sounds like a problem with your display settings. If so,
it's a fairly simple fix. Try this . . .

1.As the system is booting up, press F8 to boot into Safe Mode
2.Once in Safe Mode, RIGHT CLICK on the desktop
select PROPERTIES
then SETTINGS
3.Once in Settings, click and drag the Screen Resolution
slider to the far left (should be 640x480 or 800x600)
4.Change the Color Quality to 256 colors

5.Click ADVANCED and then open the MONITOR tab
Change Screen Refresh Rate to 60 Hertz
6.Hit OK until you're out of all the windows and Reboot

Now, your machine should boot normal –
(If Not, boot into Safe Mode with networking and
update your video display drivers)

If your machines boots normal – You probably will not like
the display resolution, so . . .

7. Once again right click on the desktop and click PROPERTIES
then SETTINGS
drag the Screen Resolution Slider a notch or two to the right
this will increase your screen resolution
8. click APPLY and the resolution should change
you will see a small message box
choose to accept the setting

If you like what you see, you're done. Otherwise, you can
RIGHT click on the desktop
choose PROPERTIES
then SETTINGS and change your resolution to suit you

Experiment with the Refresh Rate a bit . . .
(ADVANCED – MONITOR)
If you are using a CRT monitor you'll probably want the
highest refresh rate you can use

Good Luck!

Bluebert88, another thing you might consider is some sort of nasty like a Trojan hiding and trying to start a bunch of stuff. ??? Scan.
HTH.
