Cannot add shortcuts to QuickLaunch

I cannot drag any shortcuts to my Quick Launch toolbar (briefly shows a circle with a line through it). Also, I cannot re-arrange the icons in the toolbar.
The Quick Launch toolbar is not locked and enable dragging and dropping for the start menu is also enabled (not sure if this affects the quick launch toolbar anyway).
I've checked, gpedit.msc and cannot find any setting that would apply ... same with TweakUI.
I can still add shortcuts to the Quick Launch folder using explorer but that is impractical. Any ideas why this is happening?

What programs are you trying to add? I have run into a few that will not work.
Are any shortcuts currently showing in the tray?
Did you check the status of all the properties boxes?

Thanks for the suggestions. I tried that and EVERYTHING under the sun. I was about to give up for the night when I decided to try the simplest thing ...reboot. It worked. I don't understand what could have caused the problem but the Quick Launch bar is working fine now.
I have not posted a question here in years. It's nice to be back :)
