Cannot Access Web

Sorry for the lack of info but this is a question about my daughter's pc in another city.
They had a short power list the other day and now she cannot access any web sites. The strange thing she can download new email from Roadrunner to her OE but still cannot access any web page.

This is strange - it's usually all or nothing. We really need more info to work with toward a solution. Can your daughter join us in this discussion? She can use library, internet cafe or friend's PC to do that.

That is what I thought also.
Sorry for the lack of info but she lives 60 miles from here and knows next to nothing about her pc and I am a W98SE user.
I would be thinking virus or something if not for her being able to retrieve or email and this happening right after a power outage.
Will post back if I get more info or come up with a fix.
