Cannot access my usb ports?

Specs: Windows XP
Hi Everyone,
When i plug in my usb key it is recognise and asks me to install software using Wizard so i continue with this process, when it completes it says an error occurred when installing new hardware. This happens for my iPod and any other USB device.
Though when i turn on my computer with my USB key plugged in the light on it lights up so it is active at this point but once the Microsoft start up screen begins the light turns off?
So do you think it might be a virus preventing the use of my USB ports or is it a driver issue??
I have been trying to solve this problem for so ling now and i really hope someone can hep me out!

Maybe computer is shutting down USB to save power.

I find in Device Manager, USB Root Hub, under Properties, there is a "Power Management" tab. Uncheck the box there, in both Hubs. Restart computer.

I had a USB device shutdown when not being used.

you`ll need to install USB port drivers from your motherboard CD...or please post the motherboard model...
