Can ping websites but cannot browse

Just did a spyware cleanup on a computer and I fixed everything. Now the computer won't connect to the internet. If I open a command line I can ping any website I try using the name or IP address. If I try to update antivirus or open a webpage I get an error. I can ping but no software can access the internet. I have tried winsock repair and ip repair. The owner has old software and doesn't want to loose it. I am going to go crazy... please help me.

Firewall settings may have been changed. Disable it for testing or look at the exceptions list.

I tried turning off the windows firewall and disabling avast. No luck there.
I have also reinstalled windows over windows without erasing the old data. That didn't help.
I ran hijack this and removed the bad stuff. no help.

nslookup is the way to check dns.
Check network settings for dns entry.
Check hosts file.
"Best Practices", Event viewer, host file, perfmon, are in my top 10

fixed it!!! I ran the symantec removal tool and it started working. I think it had symantec installed on it but it didn't show in the add remove programs. I must have been blocking even though it was not running.

I can't count the number of items Symantec/Norton products have mysteriously blocked things. I've even see case where Symantec/Norton reports it is "off" yet it still blocks POP3 connections, http connections, or everything.
