Can only run app using

On a system we have an application exe which is built from Visual C++ code. When this exe is copied to the machine it is supposed to be run from, the machine in question, if you try and run the exe normally by double clicking it then it doesn't run, only by right clicking it and selecting "Run As" does the app run as it should. As a note the user trying to do this has administrative rights. We've copied the exe to another machine and it runs normally by just double clicking it. Any help would be gratefully appreciated, thanks in advance.
