Can not open file

Ok a lttle background.... Ordered a ring from Kays Jewerles not a bad site. Saved picture of ring in a folder. Simple I thought. Now It tells me due to my current security settings I am unable to open this file. Can any one explain what I need to do to get It opened? Thank You all.

its a bitmap image. does that help thanks
