Can not install Windows XP

I newly partitioned and formatted my hard disk, and installed Windows Me on C drive. But the Windows Me can only start in safe mode. Anyone know why?
I also tried to install Windows XP Professional in D drive, but it always told me that can not copy some ***.dll files, let me retry or press F3 to exit. Any solution for this problem?

It sounds like you are trying to use a backup copy of XP. If you have your original XP Disk, the .dll files should copy fine.

This may well be a RAM issue; either it's not upto par for XP, or one or more sticks are failing... Problems during setup relating to copying/installing files are frequently due to less than perfect RAM.
Try known good RAM (min of 128Meg) and see if that resolves XP issue during setup. Ideally RAM stick(s) should be matched in terms of specs. for XP, likewise W2K/NT...
Likewise this may be the problem for ME... ME is little more forgiving but like '98 it really "can" be quite picky about RAM...

OK, I will try to reinstall Windows Me first.
I think I am using the original XP disk, becuase I tried to install on my friend's PC, it works.

There are memory test utils "out there" that some folks find adequate; some strongly recommend them. They "usually" can be run from any current installed OS (ME in your case)? Personally I haven't found them too successful; actual physical replacement with known good stick(s) is usually the better option (i.e. physically remove/replace all current sticks and try a fresh one or more (min of 128Meg at least) in order get the OS installed). Then you can try each of original sticks in turn to see which one (or more) is the culprit.
