I am planning to buy a laptop .. but out here in Germany .. all the laptops are loaded with German version of Windows XP . If I buy this laptop , since it already has a licence , can I just copy the files from a laptop with English version of Windows XP and use the laptop as before ....

I don't think you need to copy the English version or reinstall your window. XP comes with many language/font options, all you need to do is to go to Start -> Settings -> Control Panel -> Date,Time,Language,Regional Options -> Regional and Language Options, then set English as default language for your laptop.
