Can I copy C:\windows\system32\conf

I need to set up user accounts on several identical XP Home workstations. Can I set up the users on one machine and then copyb the SAM file and overwrite the existing SAM file on the others. I assume I'd have to copy the file to another folder, then boot to the command prompt from the Windows CD before backing up and replacing the SAM file. Is there any kind of third party equivalent to adduser.exe that runs under XP?
