What browser are you using? What happened with the machine immediately preceeding this problem?

Life is more painless for those who are brainless.

Alot of times it can be a firewall setting, what could be happening is if you have a firewall it's allowing the ports needed for chat, but not for browsing. Another issue could be is DNS issues. Next time you can't browse, try browsing to a website by its ip address such as Yahoo's IP of 66.94.230.44, if you are able to successfully browse to it, it's a DNS issue.
You can run a ipconfig /release and ipconfig /renew by going to Start, then Run and typing in CMD to get to the COMMAND PROMPT, ONLY if you are using DHCP can a release/renew be performed. If you are running a static IP address you can not perform a release/renew, which alot of times you can find this information with your ISP.
Another factor can be in play here is spyware, unwanted programs starting up or even winsock files being corrupted.
