calling from a modem

back in the day i used to have a program called com central that would dial up a phone call through a modem. does anyone know of a program that will do this? These days it seems that all the programs out there require you to have an isp to do this. But what i need is a program that basically turns my modem into a touchtone phone therefore i would be able to make a phone call without using an isp.

THIS PROGRAM MUST BE FREEWARE.

i appreciate anyones help with this.
