Burn in NSTC FORMAT

I have dvd shrink and nero enabled on my pc, I am wondering how or if I can burn in the US format NSTC. Do I need to shrink it into this format first, if so how? or nero the shrink afterwards again if so how?

Your question doesn't make any sense to me. When you record video you need to use some sort of recording format. Your are referring to a broadcast standard. Dowsn't apply to recordings.

Are you are talking about burning an AVI or MP4 movie that you've downloaded to a DVD Format? If so, once you import your file into Nero express, select "more" at the bottom of the project screen then click "Video options", you now can select Ntsc or PAL format for the conversion.
