Are you trying to burn a bootable floppy?

If so, check your burner software for help on burning a bootable CD.

Explore the contents of the floppy,
do Ctrl + A to select all files,
do Copy,
right click the CD drive,
do Paste,
then right click the drive again,
then click "write these files to disk".
