The only reference I can find on that (in relation to Windows that is) is that it's associated with Comodo Security Software. Since I've used Comodo in the past I know it has a rather complicated & sophisticated software monitoring/program control component, so that may be preventing Print Shop from starting.
Purely for testing purposes, I suggest you turn on the Windows Firewall first, then disable Comodo entirely. Now try running Print Shop (you may even have to uninstall Comodo entirely to stop it interfering with Print Shop).
If Print Shop starts and runs okay with Comodo either disabled or uninstalled, you know that Comodo is definitely causing the problem. In that case, either re-install Comodo and put Print Shop into it's list of safe programs (I don't use Comodo now so I can't help you there), or leave Comodo uninstalled and find an alternative security suite.
