Depends on what OS. The os has to be able to support booting from a CD/DVD. It has to have a way to access some temp memory usually as a ram drive, it has to not care if there isn't a hard drive in most cases too.
Linux has tons already made. BeOS has a few. There is one for qnx.
You can take almost any floppy and copy it raw to a file then copy that to track one and it will work like a floppy. That works for MenuetOS and other floppy based OS's.
