Have you set the boot order in bios to the cd drive first?

You have to watch the screen carefully when trying to boot from the XP CD. You will get a message to hit a key to boot from the CD. You only have a couple of seconds, if you aren't fast enough, it bypasses the CD and tries to boot from the hard drive.

If you are not seeing the on screen prompt "Press any key to boot from CD" either you have not set the Boot Order in BIOS Setup to boot from the CD Device you have inserted the Windows XP CD or your CD is for some reason not Bootable.

To make sure you have set the Boot sequence try this:

Configure the BIOS to Boot from the CD Drive

Insert a bootable CD in the CD drive.
Restart the system.
The Dell logo screen appears.
Press the <F2> key to enter the System Setup.
Press the <Down Arrow> key on your keyboard to highlight Boot Sequence.
Press the <Enter> key to display the available boot devices.
Press the <Up Arrow> key or the <Down Arrow> key to highlight IDE CD-ROM Device.
Press the plus <+> key or the minus <-> key on the keyboard to move IDE CD-ROM Device to the top of the list.
Press the <Enter> key.
Press the <ESC> key to Save and Exit.
Press the <Enter> key to Save changes and exit now.

Your system will now attempt to boot to the CD that is inserted in the CD drive.

2. If you have a legitimate WinXP Bootable CD and is not prompting you to boot, try cleaning the bottom data side of the CD with a clean fiber-free cloth from Center to the edge sector by sector without a circular motion. Try to boot with the cleaned CD. Keep your finger lightly on a key and when you are prompted to "press any key to boot from the CD", press that key immediately.
Hope this helps.
