boot drive letter changed itis mess

Hi guys, on my XP system, the boot drive on which the XP is installed is supposed to be C, but recently I unplugged my second HDD and booted and plugged it back and boot again, boom, the second non-boot drive partitions (3 of them) has claimed the C, D, E and now my primary boot drive is assigned F and so on. How could I possibly assign it back to C? I have entered the BIOs setup and set the boot drive to be the first one and Computer Management Drive Manager shows the Disk 0 to be my boot drive but still drive letters starts from F instead of C. Please help. Thansk!
