Boot by External CD-ROM Problem.

Computer OS: Windows XP
My computer do not have Floppy Disk and the CD-Rom is out of order. Therefore I try to use an 'internal CD-ROM' and a 'USB to IDE Cable' to act as an "external USB CD-ROM" to boot and re-install Windows XP. However the "memory overflow" error always appear when the computer start up and try to boot from the "external USB CD-ROM".
I have a question:
Are there any difference to boot from a real external USB CD-ROM and boot from an internal CD-ROM connect by a USB to IDE cable?
If yes, I may consider to buy a external USB CD-ROM.
