bluetooth not in control panel

So I though my computer was bluetooth enabled (hp pavilion a1020n), but Bluetooth Devices isn't in the control panel, however the bthprops.cpl file does exist, but when I right click it and click open with control panel, nothing happens. There's also a couple .cab files by the same name if that means anything. Anyone know how to get this to work?
