Blue xp Screen Frozen when PC booti

Turned on computer yesterday, DELL logo comes up, then goes to Windows XP screen and thats it--its a blue screen with the Microsoft logo----I tried rebooting to last known good config, tried it in safe mode, etc. nothing stuck at the blue screen--Dell tech did tests with me over the phone and determined it was not a hardware issus, rather a software issue, anyone have this issue before...thanks!

Blue Screen with a Microsoft Logo??? Is there anything else written on the Screen??? Maybe the Username or Loading or some Error, or SOMETHING???

My PC never Crashes nor does it have Bugs - It just develops random Features at times.

When I turn PC on , the blue Dell logo page boots up, then a black screen with Windows XP professional loads, then it goes to a blue screen with nothing else on it but writing of " microsoft windows xp" with the logo--about 2/3 down the page on right---thats it............help!!
