blue screen that will not let me reboot

Specs: Windows XP
Out of no where my computer freaked out and popped up a blue screen with a message that something was wrong with the system and it was shut down to keep from messing up the computer (my own words...). It said to reboot in safe mode, but will not allow me to do so. Everytime I try to reboot with any of the options, it goes to the blue screen with that message. I have been told to use the reinstalation cd, but can not get it to reboot so that I can run it. Someone told me there is a hotkey that will give me the option to boot from the cd drive, but I don't know what it is.

Please help!!

I think that the hotkey is F2-you can see which keys to hit to get into the bios or a menu to change the boot order when you boot up-try hitting pause if it goes too quickly.
