Blue Screen - Stop:c0000135 - user32.dll not

Specs: Windows XP, intel P4 1gb DDR2 RAM
I get the Blue Screen - Stop:c0000135 - user32.dll not found issue on a windows xp workstation.
I have replaced the missing dll file which has allowed me to boot back into windows, but unfortunately the file is being deleted on shutdown, and requires the file to be replace again in order to boot windows back up.

Any idead on how i can stop this file from being deleted everytime i shutdown the machine as i cant reinstall the OS.

Maybe that file is residing on a bad sector on your HDD.
