You evidently told xp to compress the disk and/or the files. Blue files are compressed files/folders.

To change it back to normal, right click the drive in question, and choose Properties. Uncheck the box labled "Compress drive to save disk space". Click OK.

Compressed files will take a little longer to save and read. If you have plenty of space there's no reason to keep them compressed. If you ever need more, you can always re-compress them.
Besides, files like MP3s, WMA, movies and programs don't compress very good anyway.

It will speed it up as xp will not have to decompress the file to use it.
