Blocking port 80 and all internet

Specs: Windows XP, amd/1024
Ok so I have this PC and I want at different times from command prompt to disable internet access from this PC entirely. I don't want to use a firewall nor a proxy, I need something I can run from command prompt. So I found a Microsoft article on IPSeccmd.exe here:

I followed it to the letter and according to the net command the filter is installed and running, but it doesn't block incoming or outgoing internet port 80, I still have internet.

So what I need to do is still this, I need to be able to block any web browser from getting web pages, in other words from cmd block port 80 entirely in windows. Any ideas as to why this isn't working?

The two commands I use are:

IPSeccmd.exe -w REG -p "Block TCP 80 Filter" -r "Block Inbound TCP 80 Rule" -f *=0:80:TCP -n BLOCK -x
IPSeccmd.exe -w REG -p "Block TCP 80 Filter" -r "Block Outbound TCP 80 Rule" -f *=0:80:TCP -n BLOCK -x

Nope still no go, I mean the command goes successfully but it doesn't block anything. I still have internet access.

Yes under services it's called "IPSEC Services" right? With this description "Manages IP security policy and starts the ISAKMP/Oakley (IKE) and the IP security driver."

Anyone got any ideas on how to make this system work right? It is a windows program by microsoft, shouldn't it work.

ipsec runs on TOP of networking.

net stop workstation should end all network connections.
net start workstation to restore it

The net stop isn't working either.

Is there a way to make devcon disable a port only and not the whole networking card?
