blocking internet ports

If you use IPSEC to disable say ports 53 (DNS) 80 (HTTP) and 443 (HTTPS) that should disable pretty much any ability to surf the net. Now, the client machines I'm working with have additional software requiring access to some of these ports, Novell Client to name one. Will blocking these ports through IPSEC only block for browser access, or do they block the ports completely?
Isn't it nice when things just start working correctly.

IPsec is not the best thing to use for the kind of work you want to do. You cannot block the ports in question and still surf the net. Instead you need to CONTROL the ports. This is what a firewall is designed to do. Lots of good ones to choose from: Outpost, Sygate, ZA....
