blocked port?

When i try to send a or start a voice conversation in windows messenger it comes up with a message saying: We could not send this file because the connection is blocked. Please contact your network administrator or Internet service provider; they may be able to enable file transfers.
Does anyone know how to fix this? I’m not on a network as it’s a home computer but I am an “administrator” and not a “limited user”

windows xp has a built in firewall. look at your connection's properties. click on the advanced tab and make sure the check box for the firewall is unchecked.
