Blank Emails in Outlook

OS: XP Professional
CPU/Ram: Athlon 2600/1024mb Ram

Blank emails in Outlook express until I type: regsvr32 inetcomm.dll into the run box, but when I shutdown/restart my PC my mails go back to blank. Is there a permanent fix?

Hope you can help me, PLEASE!!!
