When I boot up my computer it boots up normally, I get to the logon window I login to the PC It gets to my desktop but the teskbar or my icons dont show up. Any know how to solve this problem.

Could be lots of things:
Desktop
My guess is icons are switched off
Right click on the desktop - Arrange Icons By - Check that Show Desktop Icons is checked.
Taskbar
Autohide could be on, or the taskbar could have been resized or a rogue program could be making it invisible
Hit Ctrl + Esc
Your start menu should popup. It will either reveal the location of the taskbar, or it will look odd if the there is nothing where the taskbar will be.
Try these things and post what happens so we dont bark up the wrong tree
