black desktop w/ cursor

I installed system mechanic and it "cleaned" registry files. After I rebooted I am only able to see a black desktop with a cursor. I am given the option of returning to the normal start up, but when choosing the option, I still getting the same black desktop. what can I do?
Your regiestry has been corrupted in some way. Have you tried going into safe mode and then attempting a restore? If You cannot do this you will have to do a repair installation from the WinXP CD. When windows finds your current installation it will repalace all your OS files and leave your application programs and data alone. You will have to do a security update to replace all current MS updates not on your CD or that you have downloaded since OS installation. Then get rid of that program.

Flashing cursor indicates no master boot record.
Go into recovery console and run the utilities fixmbr and fixboot to correct this issue.

actually it's not a cursor. i apologize, it's only the white arrow. but I tried to go into safe mode, and I can only see the safe mode on each corner, but the only thing in the middle of black screen is the arrow, which doesn't move when I wiggle the mouse around, already checked the connection. how do i get into bios to set to boot from the cd
