MP3 CD Maker 1.5 will convert and burn mp3 to CD as wav files in one step.
No need to convert mp3 to wav file.

Go to http://download.cnet.com. From there search for it. In that website, there will be suggestions/comments from users that already used it. All products are downloadable and most are freewares to use. However, some are sharewares.

I'm not sure if Winamp can keep the volume settings the same on the WAV files.I don't want to have some songs louder than others.

Well MP3 CD Maker 1.5 has the "MP3 normalization" feature that you can use to set all the songs to the same loudness.
I tried it and I like the program so much and best of all it is FREE !!!
