How about bulletproof FTP? Or IIS. It's included with XP Pro.

Bulletproof is very good because even the novice can pick it up easily so you will get quick results. It is only about £25 I think. It gives you control over users and groups of users, you can monitor who is logging on to your site and you can block unwanted user access.
IIS is included with XP Pro but is not quite as straight forward. Maybe I just need some more practice!!
