Belt.exe NOT detected by NVA 2003

Hi,
I've got some probs with the trojan file "belt.exe", I've made multiple system scans with norton anti-virus 2003, and it never detect the virus !!! Of course, all the files of this virus are on my computer (c:\Windows), like Belt.exe, Belt.inf, bi.dll,& all the reg entries ...

I really don't understand why Norton cannot detect the virus, even with a file scan on this exe, nothing happen ! The strange thing is that I've just reformated my computer, reinstalled NAV 2003 and of course updated it (last update on 01-08-2004). I've checked the symantec's page about this adware file, and it is said that a scan will solve the prob with some manual deletes...not for me ;)

So, here is my question: what's happening ??? help me to solve this

here are some more informations :
-when I run msconfig, 'start' tab,belt.exe is running
-Each time I click the NAV 2003 icon, it takes some long seconds to open since I've discovered that belt.exe was running on my system ! Same delay prob when I right click on a dll file: it takes seconds before to open the properties window

I'm realy disappointed with this. Please don't tell me how to remove the virus, tell me why NAV is slow & why it doesn't detect this trojan !!!

P.S: Please excuse my english, which is way too bad *_*
