Safe-Mode. This option uses a minimal
set of device drivers and services to
start Windows. And alot fewer Processes
running in the background. Not made to function like normal Windows.

Safe mode does not load everything that's loaded when you load Windows normally. There are some things you can't do, some programs you can't run, in Safe mode - that's NORMAL.
You can't successfully use anything that needs access to the internet in Safe mode unless you're using Safe mode with networking (mode).

Do you have a problem other than regarding that ?
E.g.
Is the computer always loading Windows' Safe mode,
- or Windows won't load normally, you get a message about that, you are given choices of how to load Windows, but only Safe mode works ??
