bandwidth limiting or regulating

I want to be able to alot bandwith to certain programs. Example Program A = 20% of bandwith Program B = 05% of bandwith Program c = 75% of bandwith
This is what I am trying to do.
I have a server going, support PHP forum and want to surf the internet. When my server is going my other programs really suffer.

These are mostly meters but thanks I did get one of them. I dl a few others hoping for what I wanted but no luck. There was one but it did not break things down the way I need them.
I want a program that I can say put 60% of my bandwidth to my wsftp server program and 40% to my iexplorer program and so on.
I have looked a few different places with no luck. Any help would be appreciated.
